Zone 8 NAESP

This location provides information regarding Zone 8 of the National Association of Elementary School Principals.  Zone 8 is one of nine political subdivisions of NAESP.The latest Zone 8 constitution and Zone 8 By-Laws can be accessed at this location.

Zone 8 MISSION STATEMENT

The mission of NAESP Zone 8 principals, as advocates for elementary and middle school children, is to:

Develop leadership,
Promote collegiality,
Provide networking and communication, and
Influence local, state, regional and national policy.

CONSTITUTION and BYLAWS APPROVED

Members of the organization present at the April 8, 2001, Zone 8 Business Meeting in San Diego, California, approved the revised Constitution and Bylaws of Zone 8.  Attached to this communication is the edited copy.

Zone 8 Business Meetings will be held at the NAESP State Leaders Conference in July of each year and at the annual national convention.  These meetings are in addition to the scheduled zone meetings arranged by NAESP.

ZONE 8 of National Association
of Elementary School Principals
 

CONSTITUTION
Revised:  2001

ARTICLE I - NAME

The name of this organization shall be NAESP Zone 8/South Central Association.

ARTICLE II - ORGANIZATION

The NAESP Zone 8/South Central Association is a professional regional organization comprised of seven (7) states:   Arkansas, Kansas, Louisiana, Missouri, New Mexico, Oklahoma, and Texas.

ARTICLE III - MISSION

The mission of NAESP Zone 8/South Central Association principals, as advocates for elementary and middle school children, is to:

  • develop leadership
  • promote collegiality
  • provide networking and communication
  • influence local, state, regional and national policy

ARTICLE IV - MEMBERSHIP/VOTING

Members of NAESP Zone 8/South Central Association are those members of NAESP who reside or work in the Zone 8 region of NAESP.  Voting privileges in the Zone 8/South Central Association are restricted to the membership.

ARTICLE V - LEADERSHIP

The leadership of this Zone 8/South Central Association shall be comprised of the Zone 8 Director and the NAESP State Representative for each of the seven states during the duration of their respective three-year terms.   A retired principal shall also be a member of this committee, and will be appointed annually by the Zone 8 Director.  These leaders will serve in the following capacities and position assignments will rotate on an annual basis:

  • Zone 8 Director/ meeting Chair
  • Communication/awards Chair
  • Bylaws Chair
  • Membership/nominations Chair
  • Resolutions Chair
  • Secretary
  • Treasurer
  • Parliamentarian
  • Retired Principal/Historian

ARTICLE VI - COMMITTEES

The Zone Director shall appoint special committees, as necessary, for the effective operation of the Zone 8/South Central Association, including auditing of financial records on an annual basis.

ARTICLE VII - FINANCE

The financial assets and records of the Zone 8/South Central Association shall be maintained by the Treasurer.

ARTICLE VIII - PARLIAMENTARY AUTHORITY

Parliamentary procedures shall be governed by Roberts Rules of Order, Revised, providing these rules are not in conflict with the constitution and bylaws of the Zone 8/South Central Association.

ARTICLE IX - AMENDING THE CONSTITUTION

An amendment to the constitution may be submitted, in writing, to the Bylaws Chair to be presented at the next meeting of the leadership committee.  Adoption of an amendment shall be by two-thirds vote of the members present at a Zone business meeting.

BY-LAWS

ARTICLE I - LEADERSHIP

A.    The officers of the NAESP Zone 8/South Central Association will serve on a yearly rotation basis in the following capacities:
 

  • the Communications/Awards Chair
  • the Membership/Nominations Chair (who shall succeed as Communications/Awards Chair after serving one year as Membership/Nominations Chair)
  • the Bylaws Chair (who shall succeed as the Membership/Nominations Chair after serving one year as the Bylaws Chair)
  • the Resolutions Chair (who shall succeed as the Bylaws Chair after serving one year as the Resolutions Chair)
  • the Secretary (who shall succeed as the Resolutions Chair after serving one year as the Secretary)
  • the Treasurer  (who shall succeed as the Secretary after serving one year as the Treasurer)
  • the Parliamentarian (who shall succeed as the Treasurer after serving one year as the Parliamentarian)
  • the Retired Principal Representative (who shall be appointed annually by the Zone 8 Director and shall not be included in the annual rotation of officers).


B.    The rotation structure of officers shall be determined as per the following state rotation:  Missouri, Texas, Louisiana, Arkansas, Oklahoma, Kansas, New Mexico .

C.    The Zone Director/Meeting Chair shall:

  • preside at the meetings of the NAESP Zone 8/South Central Association and of the leadership committee
  • make arrangements for all meetings of the NAESP Zone 8/South Central Association
  • be responsible for communication within the NAESP Zone 8/South Central Association
  • appoint committees as needed
  • authorize all expenditures from the treasury
  • perform all other duties pertaining to his/her position

D.    The Communications/Awards Chair shall:

  • preside at meetings in the absence of the Zone 8 Director
  • coordinate communication of the NAESP Zone 8/South Central Association
  • prepare awards/recognitions

E.    The Membership/Nominations Chair shall:

  • develop and implement NAESP membership strategies
  • coordinate leadership development within the NAESP Zone 8/South Central Association and NAESP

F.    The Bylaws Chair shall:

  • be responsible for coordinating and presenting recommended constitution or bylaw changes
  • publish and disseminate proposed changes

G.    The Resolutions Chair shall:

  • be responsible for compiling a list of proposed resolutions of the NAESP Zone 8/South Central Association which will be submitted for approval by the members
  • forward proposed resolutions to the Zone 8 representative serving on the NAESP Resolutions Committee

H.    The Secretary shall:

  • keep the minutes of all meetings of the leadership committee and NAESP Zone 8/South Central Association
  • maintain and distribute leadership committee directory information
  • serve as custodian of the official records of the NAESP Zone 8/South Central Association
  • maintain a record of attendance, by state, for each meeting of the Zone 8/South Central Association

I.    The Treasurer shall:

  • be responsible for the management of all financial assets of the Zone 8/South Central Association
  • keep an accurate account of all receipts and expenditures
  • pay expenses authorized by the Zone 8 Director and/or the leadership committee
  • submit a written fiscal report at each meeting of the leadership committee and Zone 8/South Central Association meetings, maintaining receipts, expense forms and canceled checks for a minimum of one year following the annual audit
  • make available all fiscal records for an annual audit at the NAESP convention
  • be bonded for not less than $25,000

J.    The Parliamentarian shall:

  • maintain order and decor at all meetings
  • insure that procedures are followed, according to Robert's Rules of Order, Revised, providing that these rules are not in conflict with the constitution and bylaws of the NAESP Zone 8/South Central Association

K.    The Retired Principal Representative shall:

  • attend and advise leadership committee on retired principal activities and issues
  • serve as a liaison to retired principals in Zone 8


ARTICLE II - TERMS OF SERVICE

Terms of service for each member of the leadership committee will be commensurate with the terms of office as NAESP State Representative or Zone 8 Director.  The Retired Principal Representative will be appointed annually by the Zone 8 Director.

Leadership committee vacancies shall be filled according to NAESP and state association guidelines.

Proxy representation for leadership committee member/s must be registered with the Zone 8 Director and approved by the leadership committee.
 

ARTICLE III - OFFICIAL EMBLEM

The official emblem of the association is circular with the words SOUTH CENTRAL imposed upon the map of the seven states in the center, and ASSOCIATION OF ELEMENTARY SCHOOL PRINCIPALS (continued as a point of history) printed around the outer edge within concentric circles.

The emblem must be used on official stationery and all publications and other uses as the leadership committee may direct.

ARTICLE IV - DISTRIBUTION OF ASSETS IN CASE OF DISSOLUTION

In the event of the dissolution of the South Central Association, all fiscal assets of the association shall be distributed to the state principal associations on an equal basis.
